Theres a legit answer in there somewhere...I read an article about it once but dont recall; taxes, incorporation, etc

I saw this video they made about New Orleans East on YouTube. For those who are interested, you can skip the intro and go to the 9:20 mark where they talk about being embarrassed being from the East because people viewed them as soft at the time. You can go to the 40:15 mark and see how white the school was back in the old days lol.
I watched it because my route for right now is in New Orleans East until the coronavirus crap ends. I just wanted to know which areas I need to watch out for lol.
