Quarantines in themselves are generally not unconstitutional, although they could potential be depending on the details.

The problem I could see there is they are not enforcing the policies uniform. If they were using this to protect the public, than there is leeway to put people in quarantine. The issue here to me is if that is the case, all the hospitals and their medical staff would be in strict quarantine, and not allowed to leave the hospital. The problem I see is potentially no due process to challenge the underlying administrative order or lack of one, but that is something they need to attack via civil process.

Of course, I probably wouldn't be giving government officials too much information to where I would be put in quarantine anyway.

I'm not sure what "self-quarantine" is, either someone has issued a quarantine order or they haven't... they should be giving you a place to stay and food as well.
