In Arkansas, Asa Hutchinson definitely deserves to be on the best response list.
Ordering supplies ahead of time, building facilities before infections peak, establishing public private partnerships and model testing methods, without closing the state down for business, all while not sending the state into fiscal peril.
Its hard to find any governor who has done as good a job, let alone better.

He’s helped with resources and allowed local governments to issue policies that fit their situation.
