People like to think so but there aren't that many occasions historically where things between citizens deteriorated to where this was necessary. Most breakdowns of social order result in most people displaying pro-social behavior. That doesn't mean anti-social behavior isn't exhibited either, with notable exceptions being things like Hurricane Katrina and the LA riots. But the popular idea during WWII was that social order would break down in the event of cities being bombed, when the opposite resulted. 9/11 similar promoted pro-social behaviors with some anti-social outliers.
I do have some theories of why people promote this particular strain of disaster narrative though.
