Boot PC, press and hold power to perform hard shut down. Repeat until recovery options appear. Select see advanced recovery options. Select troubleshoot -> advanced options -> startup settings and then click restart
Press 4 to boot into safe mode and set scaling to 100%. Reboot

Not a bios issue.
+\- not working
I think it may have had something to do with a windows update. Someone else I know had a video card problem after the most recent update. Not sure I can roll it back, though, because I can’t access anything because it’s off screen
