The folks many governments are looking to in this event....

WHO is one of the most inept and corrupt organizations on the planet and I would not put it past them to throw out ONLY worst case scenarios to increase their power and line their pockets. WHO praised the Chinese response at one point.

to be fair, after the Chinese Government stopped downplaying the significance of the outbreak, they all but stamped it out with an iron fist. Not possible here, but it was effective.
