The honest answer which many will downvote is because the WHO developed a test which the Us Government said no thanks to. They wanted to develop their own test for who knows what reason. So at the Presidents direction the CDC is developing it own test and failing at it. Meanwhile, private labs are using WHO tests or a private likeness. I support Trump on a lot of stuff but this is hard to not see the error of judgement and preparedness.

Edit: CDC isn’t necessarily failing at it, but they are significantly behind on how far along they should be which is why there is a shortage of tests. So failing, no. Struggling is probably a better word.
