When someone says ran a 4.3 they don't mean 4.30 specifically, they mean 4.30 - 4.39. No WR running 4.30 or below having made the HOF would not be a surprise because less than 10 WRs have ever run that.

Reminder that Saint WR Donte Stallworth still shares the combine record of 4.22

He is not currently expected to make the HOF

Wrong, if you are going to leave out the 2nd decimal place , then only 4.25-4.34 would count as “4.3”. 4.35 -4.39 would be rounded up to 4.4

But in this instance, i believe they mean 4.30 or below.
