I’ve already listed a few reasons a kid might act out that have nothing to do with parenting, in a post that you replied to.
But, a quick google search would actually give you a plausible explanation. This is from another article written about this event:

The article goes on to say that the grandmother is claiming the girl has sleep apnea. Which lists moodiness and irritability as side effects.

Assuming this is true...hell, you don’t even have assume anything. All you need to know is that there are reasons kids act out that aren’t caused by bad parenting.
