Drastic improvements don’t need you mean to necessarily change things. It means you need to get better. Maybe this is just more practice, idk.

Acknowledging the need for drastic IMPROVEMENTS =/= We're going to change a little bit of what WE DO.

From that take it seems plausible, and not contradictory, that Will Wade believes "changing a little bit of what we do" will help "make drastic improvements".

One more time, acknowledging that we need to improve defense drastically does not contradict the idea of needing some small tweaks to do so.

It could be worded better, but it makes sense. He’s going to make small changes that will hopefully lead to drastic improvements.
