And that should have been addressed in the previous impeachment inquiry. But it wasn't.

No, that was the complaint of the republican Senators, who didn't want to tie the Senate down for months doing the House's job for them. The President's council argued that even it the rumors about Bolton's testimony are true, it is still not an impeachable offense.
