maybe i'm reading it wrong, but i think he was insinuating that the reason Nebraska had won titles was because they hadn't played anybody. They beat Miami, in Miami in the 95 Orange Bowl to win Osborne's first title and Florida in the 96 Fiesta to win his 2nd.
