His remark regarding the votes is confusing.
He doesn't need the votes of the judiciary committee members before issuing a subpoena. And if he's referring to the impeachment trial then it's going to be Trump's lawyers calling the witnesses and not members of the senate.
At least I think that's how it plays out. I've never seen a senate trial so I could be wrong.

The senate only gets to vote on the procedural rules to be followed. I am not sure they get to determine the amount of/or/ actual witnesses that can be put forth by the defense.
Of course, this recent statement gives pause for concern why Trump would want to make this a very painful process:
