I would prefer to just drone the shite out of every building the cartel uses. They are only as successful as they are because they operate in the open (with bribes to the Mexican government\police).
If they were having to hide and constantly keep moving it would be much harder.
And with drones we dont have to see any American soldiers with a flag draped over their coffin.
