Navy's best win was against ranked SMU. Navy has losses to the same Memphis team and ranked Notre Dame.
SMU has a loss to that same Memphis team and ranked Navy.
So no, I wouldn't say Cincinnati has a better resume than SMU or Navy. They have a "better loss" because they played OSU but they don't have better wins. One of their losses (Memphis) is shared with both SMU and Navy.
I think Navy has a better argument and resume than Cincinnati but they won't get their due because of the style of game they play. Cincinnati would have lost to Notre Dame the same as they lost to OSU, so what are we really talking about here?

Yeah, why should a team simply get credit for losing to a good team in a horrible beat down?
