Yes but that wasn't replayed b/c the refs blew a call. The Atlanta in house stat keeper screwed up and gave Shaq an extra foul. The last 51 second were replayed because the error was on Atlanta's staff and it aided them in the win. It was also the second time that season the Atlanta stat crew had fricked up so most thought the NBA was sending teams a message to make sure their stat crews had their shite together.
What if the egregious error occurs midway through the 1st quarter, is there a rule against restarting that early?

No idea. It's probably one of those "at the commissioner's discretion" type deals.
The play with Harden is more like a random missed goaltending than a what happened in Atlanta with Shaq. There is no way the NBA replays the game or gives Houston the win for that. There would be at least one game every week that would need to be replayed if that kind of precedent was set.
