Rewatching all three prequels this week, I'm convinced this has a positive reputation relative to the first two just because it is slightly darker in tone than the first two. Christensen is still awful, and his arc makes little sense. "I hate having masters, but I'll quickly bow to a new one." Yoda is an idiot. Padme digresses from a smart, active participant in the action of this conflict to the classic lady who reacts to her man's actions (Yeah, I know she's pregnant. Not a great excuse.)
Throughout the prequels Lucas teases viewers by regularly introducing characters that should be interesting, and then he either kills them before they go anywhere or he just forgets they exist.
If you're making prequels, you have to come up with something compelling enough to balance the fact that everyone knows exactly where these films are headed. Lucas did not do that.
