Take the picture you want, and duplicate it.

Erase the background from the top one.

Then delete whatever you want from the bottom layer so it's transparent.

On the background layer, do inner glow and set how you like. You can burn extra areas to make it a little more random looking.

On the top layer do outer glow.

Save as gif or png so it will stay transparent. jpegs will always be white.
