to investigate Biden and Ukrainian interference into the 2016 election.
I think he was gathering evidence for the known Ukrainian influence via the Obama administration and the dnc into the 2016 election and came across the Biden frickery.

Gathering evidence? Don't you mean manufacturing evidence.
Giuliani got Ukrainian prosecutor Shokin to give an affidavit in the extradition trial of Ukraine oligarch Firtash to support his fight against extradited to the U.S to face a federal extortion charge.
The Shokin affidavit just happened to allege that Biden had forced him out as Prosecutor General of Ukraine because he was in the middle of an investigation of Biden's son's company and its owner, Zlochevsky. Manufactured evidence.
Kasko, Shokin's top assistant during that time, told Bloomberg:

“There was no pressure from anyone from the U.S. to close cases against Zlochevsky. It was shelved by Ukrainian prosecutors in 2014 and through 2015.”
