A Cleveland/Cinci matchup in the Shoe would probably make for a good crowd. Roughly 2 hours to both cities, mixed with Columbus fans being generally split between the two fan bases already.

That's the best idea, if you have two teams in close proximity with a major university equidistant that you can hold the game at.

Steelers/Eagles at Penn State.
Browns/Bengals at OSU.
Cowboys/Texans at UT Austin.
Falcons/Panthers at Clemson or UGA.
Packers/Vikings at Camp Randall.
Jags/Bucs in The Swamp.
