it is a status symbol among LE, the higher the rank the more expensive the vehicle, so of course the LEOs that are actually patrolling and might actually have use for a SUV never get them and those that just drive back and forth from the house to the office have them 
and of course there is the need for a Tahoe to pull your boat to Toledo bend?
