We didn't repeal Stelly. We partially repealed Stelly.
If we repealed Stelly in full, it may have been poor policy, but we would not have had the budget issues we had.
But yeah, lots of people in both parties take the blame for that. Including Jindal and JBE.

Yes, they kept the exemptions on essential items like food, medicine and utilities, but went back to the pre-Stelly State Income tax tables. They did it at a time when Oil prices were through the roof and LA budget revenues were at about 16% of total revenues (2008) by 2015 those were less than 10% and by 2017 they were 4% of total revenues. So yes, it was a collective FUBAR by the entire LA Political establishment that killed the Stelly plan, a Republican pushed plan by Govenor Foster, 2 term Governor and very good one IMO and Republican Rep Vic Stelly of Lake Charles and voter approved.
But Jindal was the executive from 2008 to 2016 and the Governor in LA would not be defined as a Weak Governor state in terms of executive power, I think we are about average, whereas Texas next store is a weak Governor in terms of power.
