You pulled this quote without context. A lot of Cape Town crime statistics incorporate a large geographic area that include large swaths of area no where near the Cape Town "bowl."
It would be like including MS Coast crime with New Orleans stats.

New Orleans doesn't need any help with crime stats, why I've never been.
