I just bought this off Amazon for $35.00 for my outdoor cat. K&H Pet Products Extreme Weather Kitty Pad Petite Tan 9" x 12" 25W
I'm sure they have a large size one for a dog. I put it under her outdoor bed and it doesn't get hot enough to burn anything but keeps her warm at night.
Also I have a regular heat light that I used in the past for the cats. It is just occupied at the moment with some young chickens. But the cats loved to snuggle up to the heat light. I've had it running 5 weeks straight now with no issues.
