But the guys that can or are willing to pay a star player 10k to sign autographs at some business will be far fewer in Ames, IA vs Columbus, OH. I'm not necessarily opposed to it. Just curious what rules will be involved.

I think you would be surprised. The people that have 10k to pay someone to sign in LA or NY can get a professional player that will be more widely known than a college player from UCLA or Syracuse.
