I have quite a bit invested in my home, and a pool that is not seen, can not be a deterrent to the value of my home. Being a shitty neighbor and causing an elderly woman stress, can be a deterrent to the value of my home.

ETA: reasonable in the sense that I wish they would have just called her, or visited with her or me if there was an issue. That is it, nothing more.
You have made me realize that at our next meeting, I will certainly bring up this situation when the floor is open, and ask our board to be, in my opinion, more neighborly by meeting face to face with your neighbor.
