Sondland's reply: “Absolutely, but we need to get the conversation started and the relationship built, irrespective of the pretext.
(Pretext = Ukraine being taken seriously and as more than just an instrument in Washington domestic, reelection politics')
It quite literally says:
"We need to get the conversation started and relationship built, even if it involves Ukraine feeling used as an instrument in Washington domestic, reelection politics"
