If you intentionally break a rule to gain an advantage then you are a cheater.
There is quite a bit of grey area in the holding rule. There is none with 12 men on the field.

Ok. Every team cheats every game quote:When you are beat and you tackle the defender or completely hold onto the WR there isnt gray area

If you aren't cheating, you aren't trying. It's the refs job to monitor these things. They failed. And it begs the question, how does that get missed repeatedly?
