The major reform push I recall Jindal making was to use public funding for the private school voucher program. Wasn't that struck down? Honestly can't recall how it fleshed out in the end

That was one part. The issue was he originally put the money for vouchers in the MFP and that was ruled unconstitutional since the MFP is only for public education. So now it is just funded outside the MFP.

He also essentially gutted k-12 tenure.

He massively expanded charters.

He implemented school letter grade rating systems.

He did some other reforms that either went nowhere (redtape reduction) or got delayed (teacher rating systems)
