I love this. Let's take a closer look.

Start with the appeal to authority. "The Greatest Generation" created the city parish model therefore it must still be the best for Baton Rouge. I mean, how could they have been wrong? They were the Greatest Generation.

Second: "path to progress." There's the magical key word right there, "progress." This is all coming from a progressive point of view. Here it is manifested as "everything that I like and agree with is progress and progress is inherently good."

At the time it was created, it was probably a viable model for the size of the area affected.

It’s not sufficient now when the overall growth of the area is taken into account. It’s become outdated and bloated with waste and corruption,
