I think it's a fairly cynical move on Warren's part, but she is savvy enough to pull it off. She is trying to eat into Sanders' support base by packaging it better in a more electable form.

I think she will have issues with charisma and coming across as a know-it-all schoolteacher, but she is betting, in part, that she can motivate the base enough. She doesn't poll well with African-Americans, but she can win a lot of moderate-to-liberal older folks with, for instance, her plan to expand Social Security, nevermind the fiscal feasibility of it. She can win a lot of younger people with her higher education proposals. She'll win lower income voters with her healthcare, childhood education, and housing proposals. That's partly why her fracking proposal was so damn stupid - who exactly is she going to win with that in Ohio, Pennsylvania, Wisconsin, Michigan, Florida, and Colorado that Dems don't already have?

She is trusting that a lot of the American electorate won't necessarily understand the downstream effects of much of what she is proposing. Cynical, but it definitely can work. She dodged big-time the other night when asked about how she was actually going to pay for everything she is proposing; Bernie did not and, again, that's partly why he'll never get past being an interesting primary candidate.
