Kodi isn't a piracy platform, it can be used as one.
Kodi is basically open source home theater software. It can do a number of things including keeping you audio and video libraries accessible to other devices. Since it is open source, people have written plugins for it to search for online media torrents and files to be able to stream pirated movies.
It's basically a more open version of Plex, but Plex has some features which are much more preferred for a media center that isn't piracy related.
