Unless you’re a doctor and you’ve examined the person and their medical history, you really can’t assess whether or not a person needs a service animal. A person can look fit and young yet struggle with reactions that cause loss of consciousness (vasal vagal reactions, epilepsy, diabetes, etc.), impaired motor function (early arthritis), or panic attacks (such as a crime victim experiencing PTSD). It is a cheap way for people to fly with their animals.
