If that was the case, it would have been reported, right? If it's mandatory that the teacher do it, wouldn't she be in violation for simply threatening and not doing it?
Maybe CPS was brought up, but I doubt it was as bold a threat as the parent probably explained to the OP. If it was brought up at all.
