Why should the school "allow" anything that does not happen on campus? If the parent indicated the child needs bus service that's different. They would have issues. Do bus drivers now have the responsibility of reporting who they picked up and who they didn't every morning?

The child is arriving on campus unescorted. If you do not understand how that could put extra liability and responsibility on the school go log into Lexis-Nexis or look at case law in this area.
