From what I understand, there were several lookouts that have already been arrested. They saw the bust coming and warned everyone. No element of surprise.
So, it seems that the arrest crew didn't realize how organized the dealer was and how big the operation.
There is only 1 officer inside, I suspect that he was the guy responsible for preventing a back door escape, and when lead started coming through the walls, he went to higher ground.
They think he is holed up in a closet or bathroom on the second floor.
