Not quite. Tolls only covered 1/3 of GA 400’s cost (the rest was from federal and state gas tax revenue), and they were 20-year bonds.
Personally, I wish they had kept the tolls since traffic skyrocketed after they were removed in 2013.

Point is tolls became a cash cow and naturally the Govt didn't want to give it up.
