2.Where does the article say anything about “sanctuary?”. The suspects were arrested and in custody, and ICE submitted a detainer. The article does not say that the suspects were released OR that Germantown refused to comply with the detainer.
3. “But they were here illegally and they committed a rape.”. Yes, those are indeed the allegations, neither of which is remotely relevant o the OP’s “sanctuary” allegations.

Montgomery County, despite all its objections and protestations to the use of the term "sanctuary" is, in fact, a sanctuary jurisdiction. They don't honor detainers without a judicial warrant, among a whole host of other things.
This goes back many years.
