There are multiple theories about the non-existence of time. They have nothing to do with the belief of God or lack thereof.

What you are thinking of as time is simply a perception of the nervous system formed into a social construct for measuring various relationships. We associate 12 noon with the sun being at its highest point in the sky. The sun doesn’t make sure that it is there at 12, and the Earth doesn’t decide to rotate to the correct position at that time.

Our basis for time is formed upon observed patterns of daylight and the angle of the Sun in the sky as the Earth orbits the Sun.

We then use this same measurement, subdivide it, and apply it to something like the rate of a biological function. That function isn’t on a timer. We are in fact looking at the rate of energy transfer to achieve that function and defining it based our perception of time.

When you start thinking about physics and time, activation energy can be changed by a catalyst. Pressure, heat, friction, and other variables alter the rate at which materials change based on how energy is transferred. This is why basic physics is taught under “standard conditions” to eliminate variables. Unfortunately, we don’t fully understand how to apply variables like “dark energy.” Therefore it is difficult to accurately account for “time” throughout the known Universe.
