If you define culture as "expensive things for rich people" then yes it's the capital of the south. You can spend a lot of money on nice things in the theater and museum districts.

Most people define culture as "uniqueness". What is unique about Houston?

San Antonio and Fort Worth are unique and have a culture.

By the way this isn't a knock on Houston. By being generic they can focus 100 percent on being a leading business city.

Fort Worth has more culture than New Orleans, too.

Would you consider Las Vegas to be a cultural hotbed? It's certainly unique.
