No, I am not saying that two cities should decide, I am saying that the map looks worse than it actually is and not giving true stats. A lot of those counties have a very small population, so you may have a majority that voted for Trump that caused the county to be red, and make the overall map look deceiving. If you were to take the entire US population and evenly spread it out HC would had won in 2016, and the majority of the map would be blue.
