Understood, but do you think the 17th Canal's level could have been high enough to restrict the flow entering the canal from the city last week., and if the gates were closed and the pumps at the mouth of the outfall canals were on it would have limited the over topping of the canals in the city?

No, I believe that in the canal's current level of maintenance, it would not have made a difference.
Remember, studies showed that the t-walls on the 17th St. Canal, Orleans side failed during Katrina because of previous dredging on the the Orleans side that Jefferson Parish opted out of. So it is a bit of a catch-22, in that dredging was shown to be a cause of the wall failures. However, now that we have bypass gates, and PCCP, we need to dredge them as deep as required.
