Not sure of the constitutionality of the law itself, but I've read that the plea deal was thrown out by a federal judge because Acosta was required under federal law to consult the victims before any plea deal was reached and he not only didn't consult the victims but he also hid the plea agreement from them.

If the plea deal was thrown out why did Epstein only do 18 mos and was let out early?
