How bad is his breath? Tooth issues from plaque will have a symptom of really bad breath.
Are his teeth loose? The plaque will cause bone degradation that results in his teeth getting loose the falling out.
But two sounds really young for that.
Also, if it not too far gone you can chip the plaque off the teeth. They don’t like it by it can be done.

His breath is pretty bad. It’s not as bad as I’ve experienced with some dogs, but it’s still noticeably odorous.
