It’s very hard to get disability just based on psych

True, which is why those "in the know" tell their children to act out in a classroom/Doctor's office setting (and to do so with regularity). Why...because once uou eventually get your diagnosis (and those that are truly determined usually do), then you get "back pay" all the way back to your initial consultation. Think about, little Johnny is enouraged to act in a horrendous manner...daily. He is sent for a consult in kindergarten. The actual diagnosis comes down in Junior High School...ten years later. The end result:
$700 × 12 x 10.

That is a free check for 70 grand give or take just for being "behaviorally disturbed"...aka an a-hole. If you have three or 4 different assholes, then the 1st of the month can lead to a hefty payday. Add in the single mom's SSI, Food Stamps, Section 8 housing, WIC, and the haul for a single mom with 4 kids can easily top $5000 per month in benefits. The system is broken.

The system is working exactly as intended for those who implemented it.
