New Orleans is a tough market and one a beginner can get whacked in. I'd definitely look at other places to invest in RE. Definitely check out fast growing cities with diverse economies.

Tax auctions on the MS coast might be worth doing. The old owner has 2 years to redeem and they pay you 18% interest if they do.
Go for vacant land so you don't get stuck with a teardown in a declining neighborhood. Then if you end up owning it you can sell it at well below market value and come out ahead.
