Or maybe do a version of what Texas does. They have a division I and division II playoffs. Most district have 8 teams. Top 4 make the playoffs, the two larger schools go into Division I playoff and the smaller two go into Division II. It does create weird situations where a school is in different division year to year. Or where a school in the Division II playoff is larger than a lot of schools in the Division I playoff since it depends on who makes it out of your division. This formula could be tweaked.
