They haven't. He's blowing smoke out of his arse. Congress initially agreed to pay out $7 billion when this relief fund first started. It hasn't paid out anywhere close to that amount because it turns out there were never enough funds allocated for it.
Cancer treatment is also expensive. My dad got diagnosed with leukemia back in 2017. If it wasn't for the fact that he had insurance, his medical bills would be running well over $1 million right now. And that's with just two rounds of chemo, a round of radiation, and a bone marrow transplant. To include his medicines.
Some of these guys have gone through DOZENS of rounds of chemotherapy. Jon Stewart mentioned one gentleman who was there who was about to start his 69th round of chemotherapy. That money runs dry very quickly.

$5 billion is 2 billion less than 7 billion.
