I think the point is that these companies put more emphasis on recruitment of new salespeople as opposed to actually selling the product. The hypothetical person makes $40,000 a month or whatever most likely gets a lot of the revenue from the people he/she recruited underneath her. I doubt that person actually personally sold $40,000 worth of stuff.
