Given that a fatwa hasn't been rescinded, and only a higher religious authority could rescind a fatwa anyway, the use of nuclear weapons at all by Iran is unlikely. Violating the fatwa would undermine their geopolitical goals, as it would almost certainly lead to problems with other groups of non-Iranian Shia, upon whom much of Iranian power projection rests.
